Oh those are special abilities through philosophies, look at wiki spore for it and each road has its unique power like warriors can summon pirates, and knights can summon an mini version of ur own ships...etc and sometimes you can switch philosophy through paying an empire and doing their special requirements, but they break galatic laws and all people will hate you for that

you do missions for other empires to change your personality. you will get a bage for every time yousplit your personality.
